After 76 days of quarantine, with the coronavirus epidemic effectively controlled, Wuhan lifted outbound travel restrictions on April 8th. Wuhan’s bustling daily life, halted by the coronavirus outbreak since January 2020, has gradually and slowly restored from all walks of life.

历经76天的隔离,中国已基本控制疫情形势,湖北省武汉市于4月8日也正式解除封闭。自2020年1月起,武汉繁华的日常生活开始因疫情爆发陷入停滞状态,随着疫情控制以及相关复工复产安排,社会开始呈现出逐步稳定的恢复趋势。

|Back to Beijing for work|

返京之旅

On January 22, Ms. Dale, Operation Manager of IsCham, returned to Wuhan for the Spring Festival. The next day, Wuhan announced the "lockdown of the city", which lasted for more than two months. In early April, she saw on the news that Beijing government was hashing out-strategies for transportation through trains and buses to facilitate people back to work. So she filled in the information online and applied for a train ticket to Beijing. It took several days to wait for the approval. On April 8th, two days after Wuhan open, dale received a ticket purchase link; she paid and hurried to the station the next morning and got on the high-speed rail back to Beijing.

1月22日,商会北京办公室中国员工Dale回到武汉过年。次日,武汉宣布“封城”,历时两个多月。直至4月初,她在新闻中看到,北京政府正在安排专列火车运送湖北返京复工人员。她随即在网上填报了个人信息,并申请了前往北京的火车票。几天后,申请通过收到次日出发车票信息,第二天早上,她匆匆赶到车站踏上回北京的高铁。

Each train had set a limit of 3,000 people, and passengers had to wear masks and their body temperature was recorded. There was no stop on the whole way, just driving directly to Beijing. The train attendants checked passengers’ temperature every two hours. Beijing also arranged special shuttle buses to bring workers back from other cities. Once the train arrived at Beijing Railway Station, Beijing staffs and volunteers guided passengers to get on the bus and drive directly to their neighborhood. After checking her body temperature and signing on a “14-day home quarantine” paper, dale finally got to her apartment.

每列火车限制3000乘客人数,乘客必须戴口罩并接受进站体温检查。整个车程没有中途停靠站,直达北京。乘务员每两个小时检查一次乘客的体温。北京政府还安排了专门的接送巴士,当火车到达北京西站后,由相关负责人和志愿者引导乘客上车并直接开往所居住社区门口。在测量体温和签署“14天居家隔离”文件后,Dale终于回到了她的公寓。

武汉日常生活

Since the travel restrictions were lifted on March 25th, Wuhan residents are getting back to their daily lives and have gradually resumed socialization. Public buses started to resume service; shops gradually reopened; residents do their morning exercise in the park; roads that had been previously deserted now breath with activity, with an uptick in vehicular traffic.

武汉市内放宽出行限制后,往日繁华的日常生活开始逐步回归正常轨道。3月25日,武汉市公共巴士开始恢复运营;三天后,地铁也开始行驶。商业办公区和商店逐渐重新对外开放,汽车和行人出现在曾经荒芜一人的街道上;居民在公园里晨练。不知不觉,人们已逐步恢复社交活动。此前空荡荡的街道由于车流量增加显得不再寂寥,夜间昏暗的城市再次被万家灯火照亮。

Residents with green QR code on their mobile phones -meaning they're healthy and safe to travel - have been allowed to go back to work as long as their employers issue them a letter. In residential communities where no new cases have been reported for 14 days, one person per household with a green QR code can leave the compounds two hours per day.

在确定健康安全的前提下,有健康码的居民只要持有公司开具的复工证明即可申请返工。在14天居家观察后未报告新病例的居民社区中,每户一人每天可以持绿色健康码外出小区两小时。

外卖行业

Millions of residents were confined to their homes and residential communities -not even allowed to go outside for grocery shopping. The recovery of takeaways can be regarded as a proof of the resumption of production of small and micro enterprises represented by restaurants in Wuhan.

自“长时间封锁”以来,武汉数百万的居民受疫情影响被限制在自己屋内,不能外出购买生活物资。外卖行业的回升可以说是武汉餐饮行业生产恢复的象征。

People can order their "first takeaway" food since long-time lockdown after March 25th. Compared to before the epidemic, the restaurant did not provide free tools for hygienic considerations. Over time, more and more takeaway riders can be seen on the streets, especially during lunch and dinner time each day. According to Meituan’s takeaway delivery app data, as of 12:00 noon on April 8, nearly 60% of catering businesses in Wuhan have resumed takeaway business.

直至3月25日,人们可以网上订购他们“第一份”外卖食品。随着时间推移,越来越多的外卖骑手可以在大街上看到,特别是在每天午餐和晚餐高峰期时段。根据美团的外卖数据,截至4月8日中午12点,武汉近60%的餐饮企业已恢复外卖业务。4月8日当天上午,武汉售出近万份热干面外卖。

|Logistics industry|

物流行业

As the outbreak swept the city, much of Wuhan was brought to a halt by strict epidemic control measures. For more than two months, public transport in Wuhan was suspended, and businesses were shut. However, the logistics industry is about to move, industrial upgrading and business recovery, turning the crisis into an opportunity.

受疫情影响,武汉大部分地区都采取了严格的防疫措施。两个多月来,武汉的公共交通暂停,物流行业面临挑战,通过产业升级和业务复苏,试图转危为机。

Affected by the outbreak of the epidemic, the logistics industry prosperity index of China's logistics was 26.2% in February 2020, a decrease of 23.7 percentage points from the previous month. However, the impact of the epidemic on logistics operations in Wuhan is short-lived and controllable. In March, with the overall implementation of epidemic prevention measures, the situation of the new coronavirus epidemic in China has improved significantly. Enterprises have resumed work in an orderly manner. The prosperity index of China ’s logistics industry is 51.5%, which is rebounded by 25.3 percentage points last month.

根据中国物流与采购联合会公布数据显示,2020年2月受疫情爆发影响,中国物流业景气指数为26.2%,比上月下降23.7个百分点。然而,疫情对武汉物流业的负面影响是短暂的且可控的。3月份,随着一系列疫情防控政策和经济社会发展扶持措施的全面实施,中国新型冠冠状病毒的预防和控制形势取得明显改善,各行各业也有序缓慢恢复工作。中国物流业景气指数上升为51.5%,较上月上升了25.3个百分点。

|Work resumption|

复产复工

Wuhan, a major industrial and manufacturing hub in China,has gradually begun the resumption of work and production from mid-March. The government is catalyzing all measures to bring businesses back to routine.

武汉作为中国长江沿岸重要工业中心,3月中旬后也开始恢复工作的准备,并逐步促进恢复生产。

The provincial government has normalized quarantine requirements for workers and instructed officials to “aid company return to work”, such as offering bonuses and other incentives to encourage workers back to work and organizing workers to take a nucleic acid testing. Also, some of the biggest factories had made various work arrangements, including returning to work in batches, and the physical status of employees health conditions, etc.

湖北省政府制定针对返工人员的检疫规范要求,并协助公司做好返工复产工作,例如提供奖励津贴以吸引工人重返工作岗位,和集中组织工人进行核酸检测。此外,为了确保员工健康和工作的顺利进行,恢复生产的工厂严格实行防疫工作安排,包括分批恢复工作、员工健康状况统计以及厂房卫生安全管控等。

At the press conference of the Hubei Provincial Government Information Office on April 1st, the official presented that as of the end of March, 42,130 enterprises had resumed work among 42,318 market businesses in the province. The rate of work resumption and production is 85.4% and 40.4% respectively.

4月1日,湖北省政府新闻办公室发布会上,湖北省发展和改革委员会副主任谢高波介绍,截至3月31日,全省44918家市场企业已经复工42130家,武汉市的复工率、复岗率分别为85.4%、40.4%。
